The $1.7B plan to bring MLB to Raleigh stalled at the statehouse
|
▷ Driving the news
A framework to help fund a $1.7 billion Major League Baseball stadium in Raleigh was left out of the state budget approved in early July.
Senate leaders had championed the plan; House leaders resisted putting public money behind it.
House Speaker Destin Hall was clear that the idea is on pause, not buried.
He told reporters the plan is not entirely dead, but he prefers to wait rather than have the state make the first move.
▷ What the plan called for
The proposal would have created a seven-member North Carolina Baseball Authority (modeled on the Centennial Authority that owns and operates Raleigh's Lenovo Center) to finance, design, own, and operate the stadium.
The plan relied on $500 million in state funding, with the remainder coming from local revenue, sports-gambling taxes, player income-tax withholdings, and a new sports-and-entertainment taxing district.
Funding commitments were strictly contingent on Major League Baseball awarding North Carolina a franchise, backed by a four-year sunset clause.
▷ Why the disagreement
Senate leader Phil Berger argued that landing a franchise is nearly impossible today without public support.
House leaders countered that private companies should pay for their own facilities, and wanted more due diligence on the return before committing tax dollars.
The standoff contributed to leaving roughly $1 billion in state funds unspent, which lawmakers could revisit later this year.
▷ The bigger picture
North Carolina is the most populous state without a Major League Baseball team.
Commissioner Rob Manfred has said he wants to add two expansion cities before he leaves office, and Raleigh is competing with markets like Nashville, Salt Lake City, and Montreal.
Billionaire investors Tom Dundon and Marc Lasry both want to bring a team to the area, pointing to the massive turnout for the Hurricanes' Stanley Cup parade as proof the market is ready.
▷ Why this matters for the Triangle
A $1.7 billion stadium and surrounding entertainment district would stand as one of the largest development projects in regional history, shifting traffic patterns and home values for miles.
Nothing is settled, and no site or design has been chosen.
The project's eventual outcome will have a major impact on the local housing market.
